PUBLIC EDUCATION MISSION STATEMENT
The mission US Coast Guard Auxiliary is to provide exceptional boating safety education to the American boating public.

ABS Instructors asked to assist in NASBLA Retention Study March and April 2009
 
Examinations for NASBLA Approved Courses (ABS, BS&S, SS&S) are REQUIRED to include a STATE law test

 
Instructor materials for BOATING SKILLS & SEAMANSHIP (BS&S) 13 Edition. 
Two sets of slides, take your choice!  The recommended set is the 12th edition, updated with materials and law changes from the 13th edition.  Most instructors report they like this set best.  The second set is the 13th Edition slides, with some of the answers added from the Instructor Guide.  The Guide's slide reference is off due to materials added, but some content may still apply.
Instructor materials for Weekend Navigator
The text no longer comes with a CD.  The MapTech software may be downloaded from their web site, but I found in simpler to download it myself and burn onto CDs to give the students.  At least for those students without fast download speeds.  I also copied my Maps folder from another software package I use.  Upon installation of MapTech from the CD, despite its notice that it is crippled to only show Woods Hole area on the East Coast, Maptech found and allowed the installation of all my charts from the MAPS directory.  All the charts I saved there are free NOAA or MapTech downloads.  This allows you to work with local charts if you wish.

I find the text does not lend itself to a Part 1 and Part II split.  Much of the basic material is included in later chapters, and the early chapters cover many of the advanced applications.  My conclusion is that the text was written for experienced navigators, showing them how to adapt to electronic navigation.  To teach novices you must often skip to later chapters, at least for the content even if you do not turn the pages, since that is where basic definitions are found.  Variation, Deviation, calculations for distance, speed, time, definitions for bearings, ranges, LOP are all found in later chapters but used in Ch 2 - 5.  Also there is no exam(s) for the course, only one cruise problem.  Give it at the end of Part 1 or Part II?  So instructors I know are dropping the two parts and offering it as one course.  Suggest you do the same.
 
Instructors did not like the flow of Ch 2 leading into a DR exercise for novice navigators who have no idea of chart work, DR, chart tools, etc.  Works fine for experienced students, but for the class I skipped the DR section of Ch 2  until after Ch 4 when the chart tools were discussed.  Instead I compared navigating by GPS to piloting, just using the GPS screen.  So the first half of Ch 2 flows into Ch 3, then Ch 4, ending with the DR materials from Ch 2.
 
It is unfortunate that Weekend Navigator does not cover fuel management.  I wrote a module with PPT slides and tables which you may download here.  I also have errata sheets for the text and for the PPT slides, and corrected slides for chapters 4 through 8.

INSTRUCTOR WORKSHOP 2009
The 2009 Instructor Workshop is now available on the this national PE web page. The workshop is not required this year but will review courses released in 2008, points to incorporate into your lessons such as recruitment ,and steps to qualify a new instructor. The length of the Workshop should be 30 - 35 minutes per presentation.

The links below show District 11 Northern Region (D11NR) Public Education hours in 2008 for lead, non-lead, and trainee positions, and the number of course graduates.  This information comes from AUXINFO and is usually updated each weekend from AUXDATA.  "Zero suppression" is used to remove rows and columns with zero values -- this means that if you don't see data for a group or individual it is because they have no data yet in AUXINFO.

Data for flotillas and individuals can be found by left clicking and drilling down on the left column.    Data for different time periods can be displayed by changing the date field at the top.  In the education hours report, left click on the hours column to expand and list the various classes.

INSTRUCTOR QUALIFICATION
To become a qualified Instructor (IT), a member needs to complete Instructor Development Course (IDC),
with the exception of credentialed teachers as noted in the Auxiliary Manual.
        Instructor Development Course (IDC)
                may be downloaded from PE e-LIB...link
                or ordered through the FSO-MA.

 

        IDC material is comprised of four documents:
                Instructor Development Course (Informational Content)
                Appendix A Student Study Guide (Lesson Planning)
                Appendix B Performance Qualification System (Task Sign-Offs)
                Appendix C Mentor Guide (Instructor Qualification Check List)
 
        The Instructor Trainee works with mentor(s) to complete the following:
                Participate in discussion exercises and make feedback task adjustments
                Completes written lesson planning
                Present an initial lessons (10-30 minutes)
                Conduct PE Chapter(s) Lesson (1-2 hours)
                IDC Test with a score of 90%
                MT-2 Certification for Instructor signed by Mentor(s) and FC to be submitted to DIRAUX

 

AUXPLUS-PE
The AUXPLUS-PE Program is provided by the National E-Dept for use at all levels.  It is designed to enhance Presentation,  Administration, and Record Keeping of Public Education Classes.  Features include permanent records, attendance, mail lists for future classes, certificate and card printing.
